xmonad is configured at build time. The xmonad package ships with the default configuration, but if you want to re-configure it, you have to recompile it. This package contains the xmonad source and the xmonad-rebuild binary that will build a per-user xmonad using the configuration in ~/.xmonad/Config.hs.
